Equipment is at the site of the former Summerland RCMP detachment on Jubilee Road East, and some site preparation work has been done, but no new building construction is in the works at present.
Brad Dollevoet, director of development for Summerland, said neither a development permit application nor a building permit application has been received at present. Both these permits would be needed before the construction of a new building can begin at the site at 8709 Jubilee Rd. E.

A year ago, Summerland was considering zoning changes and changes to the Official Community Plan to allow for the creation of a five-storey, 60-unit apartment building at the site. The building was to have 30 per cent market-rate rentals, 50 per cent rent geared to income and 20 per cent for low-income housing.
The zoning on the property allows for a four-storey height limit. To go to a five-storey building would require a variance.
The changes generated a level of opposition from residents living nearby, who raised concerns about the effect of this development on their neighbourhood.
The zoning and community plan changes were discussed at a public hearing in March 2021 and were adopted in April 2021.
However, since that time, the ownership of the property has changed. The present owner of the property was not involved in the original application, Dollevoet said. The zoning changes for the housing project stay with the property, he added.
