A report on Summerland’s Aquatic Centre says the 42-year-old building on Kelly Avenue is showing its age and is near the end of its serviceable life.
On Monday, Summerland’s municipal council received the 108-page report, prepared by Stantec Consulting Ltd.
The consultants examined the condition of the building and offered some recommendations.
Built in 1976, the facility has received upgrades over the years. These include improvements to the boiler, lighting, filter system, roof, solar panels and air handling.
It has also been expanded as a fitness room was constructed in 1996.
“All major building mechanical, electrical and pool systems have exceeded their expected usable life,” the report states. “Most of the building envelope is in poor condition with significant water and air leakage and potential for mould. The facility is consuming approximately 86 per cent more energy per unit of floor area than the average swimming pool. Spaces have been adapted to meet increased program demands and do not function properly.”

The consultants offer three suggestions. These are for an extensive renovation to the facility, construction a new facility of the same size or constructing a new and larger facility.
The consultants recommend going with a larger aquatic and fitness centre, or to upgrade and expand the existing building.
The existing facility was built in 1976, when Summerland had a population of 6,724. Today, the community has almost 12,000 people.
“During our review, it appeared that the current program demand exceeds the capacity and program area of the existing facility,” the report states. “A new larger facility designed to current standards and codes is recommended to better meet the needs of the community it serves.”
