Loan authorization approved for rough Summerland road

Upgrades to Giants Head Road in Summerland can proceed now that Summerland council has adopted the loan authorization bylaw needed for the project.

The need for upgrade work along the road has been known for several years, as there are potholes and patches along the road south of downtown Summerland.

The cost of the roadway construction, pathway, shoulder bike lies and drainage improvements has been estimated at $3,181,860 and will be recovered through a property tax increase. The costs of water main replacement and water system separation is estimated at $3,282,640 and will be recovered through a water rate increase.

The cost to property owners and ratepayers is estimated at $73.15 a year.

To determine support for this project, the municipality used the alternate approval process. Under this process, if 10 per cent of eligible electors had opposed the borrowing, the decision would have gone to a referendum. During this process, which closed April 19, a total of 126 eligible elector response forms were collected, said Kendra Kinsley, corporate officer for Summerland. This is considerably fewer than the 986 required to trigger a borrowing referendum.
