OCP change approved, zoning fails for Trout Creek development proposal in Summerland

A proposal for a housing development on Nixon Road has been quashed as Summerland’s municipal council approved the Official Community Plan designation change but not the zoning change.

The development, for 5418 Nixon Rd., was for a 22-unit residential subdivision.

To allow the development to proceed, the Official Community Plan designation would change from Agriculture to Low Density Residential and the zoning would change from Agricultural Small Acreage Zone (A1) to Residential Medium Lot Zone (RSD1.)

Speaking at a public hearing, Trout Creek residents voiced their disappointment with the proposal.

“The lots are too small and too dense,” said Marilyn Hansen.

Jacinta Jay said the development would bring extra traffic to Nixon Road and the area close to Trout Creek Elementary School.

Others said the density would bee too great for the Trout Creek area.

“The density of this development seems a little bit unnecessary,” said Mike Pleasance.

Following the bylaw, members of council gave unanimous support to the Official Community Plan designation change, but not to the rezoning.

Coun. Toni Boot brought the redesignation and rezoning in two separate motions.

She said the RSD1 zoning was not right for the area.

“An RSD2 zoning would be more appropriate for the neighbourhood,” she said.

Coun. Erin Trainer also said the RSD2 designation, which has larger lots and allows for larger homes, would be better suited in the area.

Coun. Doug Holmes said the development, as presented, was not quite right.

The motion was defeated, with Mayor Peter Waterman, Coun. Erin Carlson and Coun. Janet Peake in favour.

Holmes, Trainer and Boot were opposed.

Coun. Richard Barkwill was not present at the meeting.
